MediaQuest launched Cignal on February 1, 2009, using the satellite broadcasting franchise of Mediascape (formerly GV Broadcasting System which it had acquired in 2007).

It marked their return to pay TV - MediaQuest previously owned Home Cable which then became part of Beyond Cable, a joint venture between MediaQuest and Benpres Holdings, parent of ABS-CBN, until 2008 when MediaQuest sold its stake and Beyond Cable (by now, Home had been absorbed by SkyCable) became wholly-owned by ABS-CBN. MediaQuest also had negotiations to buy out Dream Satellite TV (now defunct), but the attempt failed.

The logo was redesigned, removing the "Digital TV" tagline to avoid confusion with the free-to-air Digital terrestrial television broadcast.

In late 2017, Cignal introduced the "C" logo on-screen bug. This is mostly used as a digital on-screen graphic in all of the channels it carries except Cignal-owned channels and some free-to-air TV channels like TV5 and GMA.
